There are several things you can use for consequences. My first three weeks of school, I didn't even use the scoreboard because they were going along with WBT without it. Try this first. When they seem unmotivated, you can say "okay now we are going to play a game..." and introduce the whole thing.
You can use many things as consequences. I prefer homework because I am usually able to trick them so that they think that they are getting homework for losing the game; even though I was assigning it anyway. If I want them to feel like they won, I will put lots of homework and then let them win and erase it at the end of the period. I usually play this one off like I am upset that they won and didn't have to do the homework.
Other things you can use as rewards is free talk time, choose your own seat for one assignment/activity, bring a snack to class, music for one assignment/activity, etc. If you have a good group, you wont need an actual consequence. They will just work for the reward, and the consequence is not getting the reward. As far as the kids who need further consequence, try the independent group and music appreciation detention. I play German folk music during my detentions.
